Answer #1:

For PokerStars (and probably most or all online poker rooms) they use the full bet rule. This means
it must be a full bet to be considered a raise. So in your example the all-in would have to have been 4000 in order for the original better and callers to make a raise. There is also such a thing as the half bet rule (which some casino's use) in which the bet just needs to be half of the original bet to be considered a raise (which would be 3000 in your example).
